Operators, not intentions.
A listing on this platform means a hull, a permit, a crew with current tickets and a measurement trail somebody outside the company can pick up. Six requirements, applied before a sponsor's money moves.

Six things a provider has to be able to show.
None of these is about ambition, mission or alignment. They are about whether an organisation can turn up on a particular week, do a defined thing to a defined patch of water, and let somebody else check.
- Equipment and people that exist now Vessels or plant that can be inspected, crew who hold current certifications, and a maintenance record. Not a design, not a partnership with a manufacturer, not a hull that will be commissioned once funding closes.
- A permit from the regulator that governs the site Environmental work in someone else's water is a licensed activity almost everywhere. A provider who has never been through a permitting process has never had its methods examined by anyone with the power to say no.
- A baseline it will let an outsider take The provider does not measure its own before-and-after. It has to be comfortable with an independent party arriving early, taking the readings, and keeping the file.
- At least one published result that went badly A season where the measurement came back flat, or worse than the year before, written up and left where anyone can read it. Marine work is done in weather and in politics, and a file with no poor season in it has been assembled rather than kept.
- A named legal counterparty carrying the liability Someone signs, someone is insured, and someone can be pursued in a jurisdiction. Work sold through a structure where nobody is quite the counterparty is work nobody can be held to.
- Public claims that match the record behind them An applicant's existing material is read first, line by line, against the documents it cites. Where an agency has validated a comparable technology, the material has to say whose equipment was on test and on what duty.
The operator this platform can describe
Alarivean, in specifics rather than adjectives.
Alarivean, Inc. runs vessel-borne treatment built around sub-micron gas transfer, out of Dubai, Zurich and Phoenix. The systems are licensed from Credible Ventures. The hulls, the crews, the gas contracts, the permits and the liability sit with Alarivean, and it is Alarivean that signs.
Florida's Department of Environmental Protection issued it permit FLOA00062 in September 2024, through the South District Office, for a red tide mitigation field trial on a five-year window, conditional on Karenia brevis counts above 100,000 cells per litre. The Sarasota Bay Estuary Programme and the nonprofit START each documented the grant themselves.
Every Alarivean programme opens with a calibration phase on the client's own water, viability parameters agreed in advance, and local scientific institutions reading the same instrument feeds the crew reads. That is oversight, and it is not the same thing as an appointed auditor answering to a standard nobody in this group wrote. Building that auditor is the platform's work rather than the provider's.
The company also holds a Cooperative Research and Development Agreement with NOAA. CRADAs are private instruments and are not posted. Work under it with the NOAA scientist Dr Peter Moeller found the treatment neutralises toxins by switching off the functional groups that make them harmful, rather than dropping them out of solution — the company's own account of its own research. A research agreement is not an endorsement, and NOAA has approved nothing anybody in this group sells.
Criterion four is the one that stands open. No open-water result has been published for this class of treatment, by Alarivean or by anyone else, so there is no field record to assess and no listing has been granted. The body that wants to produce that result is the Sarasota Bay Estuary Programme, which backed the permit application with technical work and, by choice, with none of its own money. It wants the instruments in its own hands when open-water performance is measured. Alarivean has asked for the same arrangement.
The half of verification a provider can bring itself
Somebody outside, reading the same instruments, all season.
Criterion three asks whether an outsider may take the baseline. The harder question is who is watching in week nine, and how much they can see without asking anybody's permission first.
- Engaged for the whole run A scientific advisory session before mobilisation and a report after demobilisation is a formality with a gap in the middle. The gap is where a programme goes wrong, so that is the part oversight has to cover.
- The instruments, not the digest Access to the water-quality feeds the operator itself works from, at the moment the readings arrive, plus whatever else the observing institution can bring or already runs. Nobody edits a summary into shape on the way out.
- Local bodies, because they are already answerable A university, a fisheries authority or an estuary programme in that place carries a reputation among the people who swim, fish and drink there. That is a stronger discipline than a contract with us.
- The record has two custodians An operator holding the only copy can decide what the season meant. Two parties holding the same file, one of them free to speak while the season is still running, cannot both do that.
- Written into the design, not conceded during a season Alarivean states that it builds every programme this way and holds to it where a client would prefer things quiet, with human and environmental safety ranked ahead of throughput.
- A published limit, and somebody else's bottle Alarivean holds the water it discharges to a stated bromate limit measured at the outlet, with no allowance made for the receiving water, and lands any batch that misses it. That is a commitment an outsider can test with their own sample and their own laboratory. Oversight that cannot take a sample is company relations.
That arrangement is oversight, and oversight is not verification. Verification needs a published standard, a body holding it, and an auditor answering to neither the provider nor the sponsor. None of those three exists yet, and the word stays off this platform until they do. Continuous independent oversight is what a provider can put in place in the meantime, and it is the condition every listing will be assessed against once the machinery is built.
Why water first
On a populated coast, the failure usually arrives through the water.
Communities lose the beach and the catch. Businesses lose the season. Industry loses the intake. All three are the same event seen from different balance sheets, and all three can be worked inside the season that produced them rather than only planned around.
What that means for a listing
The first provider category this platform needs is not a planting scheme or a monitoring app. It is an operator who can be alongside a failing water body inside a season and change something measurable while the season is still running.
If the water is yours
A municipality, a hotel group, a fish farm, a port, a utility or a plant with a recurring water problem does not need to wait for this marketplace to open. The operator is already reachable.

Applications are closed and there is no directory. The three gates come first.
No listing fee has been set, because no listing exists. No provider has been assessed against the six criteria in any formal process, because the assessing body has not been appointed. The account above describes an operator against the method, not an outcome of it.
What an interested operator can do now is write in and be told what evidence will be asked for, so that a baseline and a measurement habit are already running by the time the process exists. A record takes seasons to assemble and cannot be produced retrospectively.
Criterion four is the one that takes longest. A first published result — flat, poor or good — is a season's work whichever way it lands.
